REQUEST FOR QUALIFICATIONS (RFQ) – Professional Municipal Planning and Land Use Consulting Services

The City of Harbor Springs, Michigan, invites Statements of Qualifications from highly qualified planning firms interested in serving as the City’s full-service, long-term municipal planning partner.

Harbor Springs is a historic waterfront resort community on Little Traverse Bay with approximately 1,200 year-round residents and a significantly larger seasonal population. The City is seeking a trusted planning advisor to serve as an extension of City staff and help guide thoughtful growth while preserving the community’s distinctive character, natural beauty, historic resources, and quality of life.

The City particularly seeks firms with proven experience serving resort, waterfront, historic, and highly engaged communities, including communities experiencing significant seasonal population changes.

The City will use a Qualifications-Based Selection (QBS) process. Qualifications will be evaluated independently of cost. Firms must submit two separate sealed envelopes: one containing qualification and one containing pricing. Pricing will remain sealed and will be reviewed only after the highest-ranked firm has been selected for contract negotiations.

A one to two-page “Planning for Place: Preserving Harbor Springs While Preparing for the Future” essay is required as part of the qualification’s submission.
