The City of Harbor Springs currently services electricity to over 3,600 residential, commercial and industrial customers, water to over 1,336 customers, and sewer to over 1,078 customers.

The City reads its utility meters on the third week of each month, and bills for utilities on the last week of each month based on actual usage.

The City offers an automated clearing house (ACH) an electric funds-transfer system through a checking or savings account with no fees. 

The City also offers residents an easy and convenient method to view and pay their bills online.  It is fast and easy, no registration required for “One Time Pay,” the fastest way to pay and online and confirm payment.  It is Safe and Secure and Eco-Friendly by helping reduce paper use.  Fees apply based on amount.  City of Harbor Springs MI – Utility (invoicecloud.com)

The City also offers an Equal Payment billing. The Equal Payment billing is an amount equal to one eleventh of the estimated annual billing. The twelfth month is a reconciling month which either bills an amount owed from under billing during the year or a credit which is the amount over billed during the year.

Net Metering 

The City now allows Harbor Springs Electric customers who have (or want) solar panels, geothermal or other renewable energy generator systems on their properties to connect to the City’s grid. Net metering gives customers the opportunity to offset a substantial portion of the cost of power drawn from the City’s utility. The City is currently only allowing customers to install generating equipment that is not expected to exceed the annual peak demand of the load that the customer is off-setting (averaged over the previous five years), or a total output of 20 kW, whichever is smaller. The customer will be compensated at retail rate for any excess energy generated, which is to be reflected on the next month’s bill. All customers seeking to net meter will be required to first consult with the Electric Department Supervisor and complete and sign the Harbor Springs Renewable Energy Generator Metering Agreement  and H.S. Renewable Energy Generator Interconnection Agreement and Application . The program size is currently capped at 4% of the peak load averaged over the previous five years. The City will honor requests for interconnection on a “first come, first-serve” basis. Applicants will be required to submit a work order for the City’s Electric Department to install a meter, to be paid for by the applicant.

Voluntary Green Pricing (VGP) Program

Over 10% of the energy provided to City of Harbor Springs Electric customers is generated from renewable sources.  Customers may elect to pay an added charge and receive a higher percentage of power from renewable sources. Those customers who choose to have 50% or more of their energy come from renewable sources do not have to pay the monthly energy optimization plan surcharge.
