ZONING BOARD OF APPEALS
May 14, 2008

The City of Harbor Springs Zoning Board of Appeals will hold a public hearing on Wednesday, May 14, 2008 at 5:30 p.m., at the City Council Chambers, 160 Zoll St. Harbor Springs, MI 49740.

The purpose of the hearing is to hear a variance request from Susan Staffan for property located at 687 Pine St. Harbor Springs Michigan, an R-1-C Zoning District. Ms. Staffan is requesting a variance to construct a residential covered porch. The proposed new porch would be five (5) feet from the front corner yard line (Hoyt St.) and fifteen (15) feet from the side corner yard line (Pine St.)

The Zoning Administrator has determined that the required front and side corner yard set back is twenty (20) feet , pursuant to Article 6, Section 50.600, 2, (f).

A copy of the application and conceptual building placement plan is available for review during regular business hours at the City Hall, 160 Zoll Street.

The City of Harbor Springs Planning Commission will hold a public hearing on May 15, 2008, at 6:00 o’clock p.m. at the City Council Chambers, at 160 Zoll Street, Harbor Springs, Michigan, to consider the following amendments to the Zoning Code: (1) to relax the parking requirements for beauty parlors, barber shops, spas and similar service establishments; (2) to relax the parking requirements for doctors, dentists and other professionals; and, (3) to consider eliminating rooming and boarding houses as special land uses in the R-1-C and R-2 zoning districts.

1. Amendment of Section 50.1801(3)(d). Section 50.1801(3)(d) is proposed to be amended so that the parking requirement for beauty parlors, barber shops, spas and similar service establishments shall be one (1) space for each three hundred (300) square feet of floor space. Anyone interested in this matter may present comments in person at the hearing, or may submit written comments prior to the hearing by mail to the Planning Commission, c/o City Manager, P.O. 2. Amendment of Section 50.1801(7). Section 50.1801(7) is proposed to be amended so that the parking requirement for doctors, dentists and similar professionals shall be one (1) space for each three hundred (300) square feet of floor space. 3. Elimination of Section 50.602(1). Section 50.602(1) is proposed to be eliminated so that rooming and boarding houses are not permitted in the R-1-C or R-2 zoning districts. PUBLIC NOTICE
Of
PUBLIC HEARING
TO INCREASE PROPERTY TAXES

A “Truth in Taxation” public hearing will be held on Monday, May 19, 2008 at 7:00 pm during the regular City Council meeting in the City Council Chambers at 160 Zoll Street, Harbor Springs, MI 49740.

The City Council of the City of Harbor Springs will hold the public hearing on a proposed decrease of 0.0116 mills in the operating tax millage rate from 5.8774 mills levied in 2007 to 5.8658 mills to be levied in 2008, which is a decrease of 0.20%.

The date and location of the meeting to take action on the proposed additional millage will be during the regular City Council meeting, after the public hearing, on May 19, 2008.

If adopted, the proposed additional millage will increase operating revenues from ad valorem property taxes 2.605% over such revenues generated by levies permitted without holding a hearing. If the proposed additional millage is not approved the operating revenue will increase by 1.682% over the preceding year’s operating revenue.

The City of Harbor Springs has complete authority to establish the number of mills to be levied from its authorized millage rate.
