Officers & Staff
Harbor Springs is proud of its law enforcement staff. These men and women patrol our city in patrol vehicles, on foot and on bikes. In addition to handling safety issues, our officers serve as ambassadors to our community.
Chief Dan Branson
Branson was appointed Chief of Police in 1996. He came to Harbor Springs from the Ann Arbor City Police Department where he worked for 26 years. Branson is a graduate of Michigan State University with a Bachelor's degree in Criminal Justice. After graduation he was commissioned through the ROTC program and served two years of active duty, which included a year in Korea.

Officer Steve Timmons
Born in Kalamazoo, Timmons's family moved to northern Michigan when he was young. He started his law enforcement career as a Reserve Officer for the East Jordan Police Department, then attended Kalamazoo Valley Community College where he became a certified Officer. Steve joined the Harbor Springs Police Department in 1984. He is married, and is proud to be able to serve this community.

Officer Josh Johnston
Born in Petoskey, Johnston and his family later moved to Rogers City where he graduated from high school. He then attended Alpena Community College for three years, earning two associates degrees. Johnston continued his education at Lake Superior State University, receiving a BS degree in Law Enforcement. He then attended the Police Academy at LSSU. Working his way through college, Josh worked with the Presque Isle County Sheriff Department as a Certified Marine Patrol Officer, Animal Control Officer and Court officer, then worked for Montmorency County Sheriff Department in Atlanta, MI as a Deputy Road Patrol Officer. In 1999 Johnston joined the HSPD. He is a certified marine Safety Instructor and MI (D.A.R.E.) Drug Abuse Resistance Education Instructor. He is married and has one daughter.

Officer Matt Pater
Pater grew up in Petoskey and graduated from Petoskey High School. He attended Lake Superior State University, graduating in 1995. Matt attended the Police Academy at LSSU, and was first employed by the Harbor Springs Police Department the summer of 1996. Pater was then employed by the City of Grosse Pointe Department of Public Safety for three years before returning to northern Michigan. He was a seasonal/part time officer for the HSPD for three years, and worked for the Little Traverse Bay Band of Odawa Indians' tribal police for a year. In October 2002 he was hired full time by the HSPD.

Officer Dave Heater
Dave Heater grew up in Lansing. He earned a Bachelor’s Degree from Michigan State University and attended the police academy at Lansing Community College. He was hired as a police officer in Westland MI in 1987. He served there for 21 years, attaining the rank of Sergeant. During his service in Westland he earned a Master’s degree from Eastern Michigan University. Besides patrol work Heater served in undercover assignments, he was a SWAT officer, and he is a licensed polygraph examiner. Heater was a detective when retired from Westland in 2008 to work for Harbor Springs.

Officer Lyle Reece
Reece has been employed by the City of Grosse Pointe since September 1983 as a police officer and firefighter. He is married and has three children. Officer Reece graduated from Wayne State University with a Bachelor's Degree in Criminal Justice. He started with the HSPD the summer of 2003.

Officer Bob Taylor
Bob Taylor is a 32 year veteran of the Ann Arbor Police Department. He attended Northern Michigan University and was certified by the Washtenaw County Police Academy.

Yvonne grew up in Atlanta, MI, graduating from Atlanta High School. She attended CMU for two years, then transferred to NCMC and graduated with an Associates degree in Criminal Justice. Yvonne then worked three years as the Assistant to the Dean of Students and Director of Dorms at NCMC, then worked for 1 1/2 years at the Petoskey Public Safety Department. In 1992 she joined the Harbor Springs Police Department. Her hobbies include horseback riding, bike riding, gardening, scrap booking and craft making.

Marine Officer Dean Cosens
Dean Cosens has lived in Harbor Springs his whole life. He joined the Harbor Springs Police Reserve Unit in 1979, donating his time to assist the department with its every day duties. He became a certified marine officer in 1981and has been patrolling the waters of Little Traverse Bay and Lake Michigan ever since.
